The chuck looks good, all important features are ground. Unfortunately they forgot to machine both end faces and put 60 degree chamfers there. So the shank is about .050 mm oversized and not round. The internal taper angle does not fit a collet properly. Cannot say anything about runout - I did not check it. With a bit more effort they could make a good tool, instead we have a paper weight. They wanted to make it cheap and they succeeded in it.

Bought some 25mm inner diameter bearings - the shank fitted perfectly. Excellent value and great product.
